ZURABOV, Mikhail Yuryevich

Born Oct. 3, 1953 in Leningrad.
Graduated in 1975 from the Moscow Management Institute; majored in economics and mathematics.
1998, first deputy minister of health of the Russian Federation.
1998-1999, presidential advisor.
1999-2004, chairman of the Pension Fund of the Russian Federation.
Mar. 2004-Sept. 25, 2007, minister of health and social services of the Russian Federation.
Zurabov's time as health minister was beset by problems of systemic corruption in various schemes associated with distribution of medicines under social programmes. Prime Minister fradkov fired Fradkov the head of the country's health inspectorate, Ramil Khabriyev and in April 2007 United Russia deputies pushed through a nonbinding resolution calling on Fradkov to split Zurabov's ministry into separate health and a social development ministries. At the same time Boris Gryzlov, head of the United Russia faction in the State Duma, has insisted Zurabov's sacking is just a matter of time. He managed to hold on until September, however.
On June 25, 2009 Zurabov was appointed the Russian Ambassador to Ukraine.
