Graduated in 1970 from Dnepropetrovsk Engineering Institute.
Graduated in 1984 from the Leningrad Higher Party School.
December 1, 1996, elected head of Administration of Murmansk region with 44% of the vote.
1997 - 1998, member of the board of directors of "Norilsk nickel" company.
March 26, 2000, re-elected governor of Murmansk region with 86% of the vote in the first tour.
Married, with two children.
Hobbies: fishing, football, volleyball.
