Graduated in 1979 from Novocherkassk Polytechnical Institute, degree in power engineering;
in 1991 - from The USSR Academy of Foreign Trade, degree in international economic relations.
1979-1984, engineer of Mosenergo, Moscow Power Company.
1984-1987, Senior Expert at Habana steam electric power plant construction, Cuba.
1988-1991, studied in USSR academy of Foreign Trade.
1991-1992, chairman of the Vozrozhdeniye Foundation, established by the Presidium of the Supreme Soviet of the Russian Federation.
192-1993, vice-chairman of the Committee for the Protection of Russia's Economic Interests.
1993, deputy minister of Foreign Economic Ties of the Russian Federation.
1994-1996, posts in Rosvooruzheniye (arms trader).
1996-1997, deputy Minister of Industry.
August-December 1998, first vice-chairman of the State Reserves Committee.
December 1998-June 2001, chairman of the State Reserves Committee of the RF.
June 16, 2001, appointed Minister of Energy by the decree of Vladimir Putin
September 2001, supervised the Russian delegation at the 117th OPEC conference.
October 30, 2001, participated in the Moscow meetinf of the Davos Forum; supervised over the section devoted to problematics concerning Russian energy at the World Economic Forum-organized conference "Russia - on the way to Positive Changes."
May 3, 2002, represented the Russian Federation at the G8 Summit meeting for energy ministers, Detroit, Michigan, United States.
July 29, 2004 - , served as the Special Representative of the President of the Russian Federation on international energy cooperation, as well as special envoy for the Russian Ministry of Foreign Affairs.
Member of Gazprom Board of Directors.
Married, with two sons.
