Born November 25, 1944 in the town of Olekminsk, Yakutia.
1965, began his career as a construction site foreman.
1977-1980, chief engineer for the Leningrad Construction Department.
1980-1982, deputy chairman of the Dzerzhinsky Regional Executive Committee, Leningrad.
1987-1993, deputy head of the Housing Department of the Leningrad Municipal Executive Committee.
1993-1994, deputy mayor of St. Petersburg.
1994-1996, first deputy mayor of St. Petersburg
June 2, 1996, elected mayor of St. Petersburg – title subsequently changed to “governor.”
1996-2003, governor of St. Petersburg (re-elected in May 2000; did not run for a third term, succeeded by Valentina Matviyenko).
June 2003-Mar. 2004, deputy prime minister of the Russian Federation in charge of housing reform.
Mar. 2004-Sept. 2004, presidential envoy to the Southern Federal District (succeeded in that position by Dmitry Kozak).
Sept. 13, 2004, appointed head of the newly created Ministry of Regional Development of the Russian Federation.
Married, with a son.
