Born Nov. 27, 1953 in Mitoga, Bolsheretsk district, Kamchatka region.
Graduated in 1978 from the All-Union Law Correspondence Institute with a degree in law.
1978-1981, postgraduate courses with the same institute.
Graduated in 1990 from the Training Center for High School Teachers.
Member of the Mercury Club - Russian Chamber of Commerce and Industry.
1971-1973, secretary, office worker at Office of the Public Prosecutor of the Russian Soviet Federative Socialist Republic (RSFSR).
1973-1975, service in the Soviet Army.
1976-1979, legal consultant, Republic Association for Building Fuel Enterprises, USSR Ministry of the Fuel Industry.
1981-1983, assistant, Department of State and Law Theory, All-Union Law Correspondence Institute.
1983-1984, academic secretary of, Soviet Association of Political Science.
