Born February 25, 1937 in Stroyevo village, Khotynetsky district of Orel region.
Graduated in 1960 from the Michurin Agricultural Institute.
Doctor degree in economics, professor, academic of Russian Academy of Agriculture.
1993, elected head of Administration of Oryol region.
December, 1993, elected deputy of the Federation Council of the RF Federal Assembly.
January, 1996, elected Chairman of the Federation Council.
October, 1997, re-elected for the second term.
February 9, 2001, elected chairman of the Central Federal District Council.
October 28, 2001, elected governor of Oryol region.
