SHUVALOV, Igor Ivanovich
First Deputy Prime Minister of the Russian Federation 

Igor Ivanovich Shuvalov (Игорь Иванович Шувалов) was born 4 January 1967 in Bilibino then Magadan Region now Chukotka Autonomous Okrug, Russia.

In 1984-1985 Shuvalov worked as a laboratory worker in the Ekos Research Institute. In 1985-1987 he served in the Soviet Army, then was accepted to the Law Department of Moscow State University. After graduation in 1992 he worked as an attaché at the Legal Department of the Ministry for Foreign Affairs. In 1993-1997 Shuvalov served as senior legal advisor for the companies AOZT and ALM Consulting in Moscow.

In 1997-1998 Shuvalov worked as a head of a department of the State Register of Federal Property and then as a Deputy Chief of the Committee on the State Properties (Goskomimuschestvo). From 25 May 1998 to 6 September 1998 he worked as the Acting Chairman and from 6 September 1998 to 18 May 2000 as the Chairman of the Russian Federal Property Fund.

On 18 May 2000-June 2003 Shuvalov worked as chief of staff of then Prime Minister Mikhail Kasyanov's Cabinet, with the rank of federal minister. On 28 May 2003 Shuvalov became an aide to President Vladimir Putin.

In October 2003 - March 2004, Shuvalov served as deputy head of the Presidential Administration. Following this, he was re-appointed as presidential aide. On 4 January 2005, he was appointed Chairman of an interdepartmental commission on Russia's participation in the G8, becoming Russia's G8 sherpa (personal representative of the Head of State who prepares the agenda and agreements for G8 Summits).

On 12 May 2008 Shuvalov became a First Deputy Prime Minister in Prime Minister Vladimir Putin's Second Cabinet.

As First Deputy Prime Minister, Shuvalov coordinates the work of the federal organs by giving their constituent commissions questions on the following areas:

- development of state policy in terms of international economic activities and foreign trade

- economic and trade relations and economic integration of the Russian Federation and participating CIS states

- state policy in terms of international relations of the Russian Federation

- state policy in terms of technical regulation

- negotiations on Russia's accession to the World Trade Organization

- state regulation on intellectual property

- state policy in the field of civil defence, protection of the population and territories against emergency situations

- road traffic safety

- state support of development of small businesses

- management of state ownership

- state policy in the field of cadastral account of objects of  real estate, registration of the rights to real estate and transactions with it

- state policy in the field of unity of economic space and freedom of economic activities, an anti-monopoly policy and development of competition

- state policy in a sphere of activity of subjects of natural monopolies

- state tariff policy

- state policy developments in terms of social and economic development of subjects of the Russian Federation

- cultivation of federal programmes of regional development, fulfillment of measures directed on the reduction of distinctions in level of social and economic development of regions, creation and functioning of free economic zones, grants from state support at the expense of means of the Investment fund.

Shuvalov is married, with one son and two daughters.
