SHOKHIN, Alexander Nikolayevich

President of the Russian Union of Industrialists and Entrepreneurs (RSPP)

Alexander Nikolayevich Shokhin (Александр Николаевич Шохин), a Russian politican and public figure, is currently the president of the Russian Union of Industrialists and Entrepreneurs (RSPP). He is also the president of the State University Higher School of Economics. In the past, Shokhin was chairman of the supervisory board of Russian investment group "Renaissance Capital" (2002-2005), a State Duma deputy, as well as vice-premier of the Russian government (1998), minister of economics and first deputy premier of the Russian government (1994), minister of labor and employment and vice-premier of the Russian government (1991-1993), minister of labor of the Russian Soviet Federative Socialist Republic (1991).

Shokhin was born on December 25, 1951 in the village of Savinskoye, Plesetskiy region, Arkhangelskaya Oblast.

Shokhin spent his childhood in Moscow Oblast; in 1961, he moved to the city of Moscow, where in 1969 he graduated from High School №461.

From 1969, Shokhin studied at the Faculty of Economics at the Lomonosov Moscow State University, until his graduation in 1974. From 1974 to 1987 he worked with several research institutions associated with the USSR Academy of Sciences, the USSR State Planning Committee and the USSR State Labor Committee.In 1982, Shokhin was in charge of one of the laboratories of the Central Economic-Mathematical Institute, and then served as laboratory chief at the Institute of Economic Forecasting at the USSR Academy of Sciences.

In 1987 Shokhin was appointed adviser on economic issues to the minister of foreign affairs of the Soviet Union and was chief of the department of international economic relations at the foreign affairs ministry. During this time, Shokhin was recognized with the diplomatic rank of Extraordinary and Plenipotentiary Envoy of the 1st Degree.

In August 1991, following the suppression of the Soviet coup d'état attempt, Shokhin in the capacity of director of the Institute of Employment Issues became an integral part in one of the expert groups on preparatory measures for economic reform in the country. In the same month, Shokhin was named as minister of labor of the Russian Soviet Federative Socialist Republic (RSFSR) and became a part of the government of "young reformers", formally headed by then-RSFSR president Boris Yeltsin.

In November 1991, Shokhin was appointed minister of labor and employment and deputy premier of the Russian government.

In 1992 Shokhin became president of the State University Higher School of Economics.

In December 1993, Shokhin was elected deputy of the State Duma (1st Assembly), representing the electoral association "Party of Russian Unity and Agreement".

In January 1994, Shokhin was appointed minister of economics of the Russian Federation. In the same year, he held the post of First Deputy Premier under the government of Victor Chernomyrdin. In November of that year, Shokhin resigned and left the cabinet, citing disagreements over the appointment of finance minister Vladimir Panskov.

In 1995, Shokhin was elected as chairman of the board of directors of Russian Export-Import Bank (Roseksimbank). In December 1995, he was elected again as a State Duma deputy, on this occasion as a representativ of the all-Russian political movement "Our House - Russia" (NDR). Within the parliament, Shokhin became First Deputy of the Speaker of the State Duma, and subsequently the head of the parliamentary group NDR.

On September 16, 1998, Shokhin was appointed vice-premier of the Russian government under Yevgeniy Primakov. After several days, however, Shokhin resigned and left the government, having expressed disapproval over Mikhail Zadornov's appointment as finance minister.

Having returned to parliament, Shokhin continued as head of parliamentary fraction NDR, but would ultimately be displaced from his position following a conflict with Chernomyrdin, the leader of the NDR movement. Within parliament, Shokhin headed the Unified commission on the coordination of legislative activity and served as the chief of the Russian delegation from the Federal Assembly of the Russian Federation at the parliamentary assembly of the Council of Europe.

In December 1999, Shokhin in the capacity of professor, departmental head and president of the State University Higher School of Economics stood for election and was successfully elected as a deputy of the State Duma (3rd Assembly). In the State Duma, Shokhin was included in the group "People's Deputy" and headed a committee on credit organizations and financial markets.

In April 2002, Shokhin left his position on the State Duma committee and joined the investment company Renaissance Capital. In October of that year, he announced his decision to forgo his deputy mandate and thus pursue a career path in business. Subsequently, Shokhin became chief of the supervisory board of Renaissance Capital.

In January 2003, Shokhin was included on the governing board of the Russian Union of Industrialists and Entrepreneurs (RSPP). In September 2005, the board elected Shokhin president of RSPP. In the same year, he was made a member of the Public Chamber of the Russian Federation. Within the Public Chamber, Shokhin served as the chairman of the Commission for Competitiveness, Economic Development and Entrepreneurship Issues (the commission itself was terminated in January 2008). Following his appointment as head of RSPP, Shokhin resigned from his position at Renaissance Capital to focus on his new duties.

On June 28, 2007 at the Annual General Meeting of shareholders for Russian oil giant LUKoil, Shokhin as head of RSPP was elected as a member on the board of directors for the aforementioned company.

On May 30, 2008, Shokhin became a member on the board of directors of Russian energy company Territorial Generating Company 10 (TGK-10).

Shokhin is a member of several deliberative bodies under the President and Government of the Russian Federation, including Presidential Council for Priority National Projects and Demographic Policies, Council on Competitiveness and Entrepreneurship under the RF Government, Governmental Commission on Industry, Transport and Technology, Governmental Commission on Administrative Reform and Advisory Council on Foreign Investments. He is also Chairman of the National Association of Regional Agencies for Investments and Development of the South Federal District. 

Shokhin is also a board member of "Eurasia Drilling Company" and President of the International Cooperation and Investment Council. 

Shokhin - a Doctor of Economics, professor and president of the State university Higher School of Economics - is the head of the Department of Theory and Practice of Interaction of Business and Authority.

Shokhin - a member of the Russian Academy of Natural Sciences, the Russian Academy of Technological Sciences, the International Academy of Information, the International Academy of Economy, Finance and Law; vice-president of the Free Economic Society.

He is the author of more than 200 works, including monographs and books on the "laws of formation and realization of labor incomes under socialism", "social problems of perestroika", "consumer market" and "Russia's foreign debt."

Shokhin speaks English. During his spare time, he is a keen sportsman and plays football.

He is married, and has two children.
