ROKETSKY, Leonid Yulianovich
Chairman of the Federation Council Committee for Local Self-Government
Born March 15, 1942 in the village of Nosov, Berezhansky District, Ternopol Region in the then Ukrainian SSR.
Graduated in 1970 from the Lvov Polytechnical Institute; majored in electrical engineering. Holds a Ph.D. in technical sciences.
While a student, worked in construction brigades in Surgut.; after graduation, went to work for 1970-1981 worked in Surgut, Tyumen Region, in Glavtyumenneftegazstroi (oil and gas facilities construction), ultimately becoming chief engineer of one of that state body's trusts, Surgutgazstroi (gas facilities construction);
1982-1988, first vice-chairman of the Surgut City Executive Committee.
1988-1990, chairman of the Surgut City Executive Committee.
May of 1990, chairman of the Tyumen Regional Executive Committee.
November 1991-1993, appointed first Deputy-Head of Administration of the Tyumen Region.
1993-1997, head of Administration of the Tyumen Region.
On January 12, 1997 was elected governor of the Tyumen Region.
Member of the Federation Council of the Federal Assembly of the Russian Federation of the first (1993-1995) and second (from January 1996) convocations.
Deputy chairman of the Committee for the Budget, Tax Policy, Currency and Customs Regulation.
July 1998, elected chairman of the board of directors of Tyumen Oil Co. (TNK).
September 2000- February 2001, member of the Presidium of the State Council.
February-June 2001, permanent member of the State Council for the Urals Federal District.
From June 8, 2001, Federation Council member of the for Taimyr (Dolgano-Nenets) Autonomous Area.
June 2001- April 2003, first vice-chairman of the Federation Council Committee for Local Self-Government.
April 2003-present, chairman of the Federation Council Committee for Local Self-Government.
Member of the Federation Council Commission for Methods of Exercising The Federation Council's Constitutional Powers.
Married, with two children. Wife- Galina Andreyevna
Awards: Medal For the Development of the Gas and Oil Sector of Western Siberia
Hobbies: hunting, fishing.
