PUTILIN, Vladislav Nikolayevich
First Deputy Chairman of the Military-Industrial Commission
Vladislav Nikolayevich Putilin (Владислав Николаевич Путилин) has been serving as the First Deputy Chairman of the Military-Industrial Commission since May 2008. He previously held positions as First Deputy Chairman of the Military-Industrial Commission of the Russian Government within the rank of federal minister (2006-2008). From 2004-2006 Putilin headed the Department of Economy and Programmes of Defence and Safety at the Ministry of Economic Development; from 2002-2004 he served as assistant to the head of Ministry of Economic Development and Trade. From 1997-2002 Putilin held a post of chief of the main organizational-mobilisation management of the Joint Staff of the Russian Federation. A former professional soldier and a retired colonel, Putilin holds a PhD (Kandidat Nauk) in philosophy and a professorship (Doktor Nauk) in economics.
Vladislav Putilin was born on February 1, 1947, in the village of Listopadovka, Gribanovsky district, Voronezh region. In 1969 he graduated from the Kharkov Higher Command Engineering School, while in 1979 - from the Lenin Military-Political Academy. Putilin would later serve on various posts in the Strategic Rocket Formers (currently known by the acronym, the RVSNRF). He worked as an engineer at the Baikonur cosmodrome, and subsequently as a political activist. He headed the policy department of the rocket division and rocket army. For some time, he served within worked the department of administrative bodies of the Central Committee of the CPSU and the apparatus of the President of the Soviet Union Mikhail Gorbachev.
From 1992-97 Putilin was the chief of organizational-mobilisation management of the Strategic Rocket Forces, and from 1997-2002 - the chief of the main organizational-mobilisation management of the Joint Staff of the Ministry of Defence of the Russian Federation. At the same time, he held the post of deputy chief of the Joint Staff.
In July 2002, Putilin was appointed as deputy to Minister of Economic Development and Trade of the Russian Federation Herman Gref. Serving as deputy minister, Putilin supervised work of the military-industrial complex, was responsible for economic well-being of military force departments and took part in the development of military reform.
In May 2004, following transformations to the ministries of economic development and trade as part of administrative reform, Putilin was relieved of his duties as deputy minister and subsequently appointed as the head of Department of Economy and Programmes of Defence and Safety at the Ministry of Economic Development. In August 2004, Putilin supervised the inception of the law "On the Cumulative System of Housing Maintenance of Military Men", which was approved by the State Duma and signed by the president.
On March 20, 2006, President Vladimir Putin appointed Putilin to the position of First Deputy Chairman of the military-industrial commission at the government of the Russian Federation. Thus, the rank of the federal minister has been fixed to it. The vice-premier and Minister of Defence Sergei Ivanov became the chairman of the commission on this day.
On September 12, 2007 Prime Minister Mikhail Fradkov's government was dissolved, and Putilin, as well as other members of the cabinet, continued to fulfill his duties on a temporary basis. New Prime Minister Viktor Zubkov's cabinet was in place on September 24, with Putilin retaining his governmental role.
Under the current administration, led by President Dmitry Medvedev and Prime Minister Putin, Putilin has continued his role within the Military-Industrial Commission of Russia.
Putilin holds the military rank of retired colonel. He is a member of the Academy of Security, Defence and the Law and Order (Академия проблем безопасности, обороны и правопорядка). Putilin holds a PhD (Kandidat Nauk) in philosophy and a professorship (Doktor Nauk) in economics. He has been awarded with the following military accolades: the Red Star, "For service to the Fatherland in Armed forces of the USSR" 3rd Degree, "For military merits", "For merits before Fatherland" 4th Degree. In 2002, Putilin became the recipient of the G.K.Zhukov Award ("for the outstanding contribution to development and strengthening of defensibility of the Russian Federation"). Putilin has been bestowed with the honorary title of "Distinguished Military Expert".
Putilin is married, has one daughter. His hobbies include volleyball, scuba diving and hunting.
