Born June 29, 1953 in Solyonoye Zaymische village, Astrakhan region
Graduated from the Leningrad Higher Engineering and Naval School
1981-1982 - attended Higher Officers' Courses in Leningrad (now St. Petersburg)
1996 - graduated from the Russian State Academy of State Service
Holds a candidate degree in economics
1996 - First Vice-governor of Sakhalin region
1997 - chairman of the Committee for Economics of Sakhalin region
August 20, 2003 - December 2003 - acting governor of Sakhalin region after Governor Frakhudinov's death
December 2003 - elected governor of Sakhalin region.
Married, with two daghters
