Born Feb. 8, 1964 in the Panfilovo Pavlodar region of Kazakhstan (then the Kazakh SSR).

1990 - graduated from the law school of Omsk State University
1990 - Lecturer, the Law Faculty of the Omsk State University
1990-1993 - Post-graduate of the Law Faculty, Leningrad University (now St. Petersburg State University)
1991-1992 - Legal adviser, the Committee for Economic Development and Property of the Petropalace, St. Petersburg
1992 - Head of the Petropalace District Agency of the Committee for the Property Control of the St. Petersburg Administration
1992-1994 - Chairman, Committee for the Property Control; Head Deputy of the Petropalace region Administration
1994-1997 - Chairman Deputy- Director of the Real Estate Department; Senior Chairman Deputy, Committee for the Municipal Property Control of the St. Petersburg Administration
1997-1998 - Vice-governor; Chairman of the Committee for the Municipal Property Control of the St. Petersburg Administration
1998 - College member, Ministry for the State Property of the Russian Federation
1998-2000 - Senior Minister Deputy, Ministry for the State Property of the Russian Federation
1999 - College member, Federal Commission on the Securities Market; Head of the Center for Strategic Research (Центр стратегических разработок)
2000-Sept. 25, 2007- Minister of Economic Development and Trade
