BURBULIS, Gennady Eduardovich
Federation Council member,
Chairman of the Federation Council Commission for Methods of Exercising the Council's Constitutional Powers

Born Aug. 4, 1945 in Pervouralsk, Sverdlosk region.

1974 - graduated from Urals State University with a degree in Philosophy specializing in “Dialectical Materialism”

1964-1967 - served in the Soviet Army
1974-1975 - worked as assistant to the chairman of the Philosophy Department of the Urals Polytechnic Institute
1975-1978 - did graduate work the Urals Polytechnic Institute
1981-1983 - worked as a senior lecturer in the Philosophy Department of the Urals Polytechnic Institute
1984-1989 - department head, then deputy director of the Qualification Improvement Institute for Specialists of the USSR Ministry of Non-Ferrous Metallurgy.
1989-1990 - USSR Peoples’ Deputy
March 1990 - unofficially headed the campaign for the election of Boris Yeltsin as chairman of the Supreme Soviet of the Russian Soviet Federative Socialist Republic (RSFSR).
1990-1991 - plenipotentiary representative of the chairman of the RSFSR Supreme Soviet (Boris Yeltsin).
1991 - headed Boris Yeltsin’s election campaign to become first president of Russia.
1991-1992 -  state secretary of the Russian Federation, and served as secretary of the State Council under the Russian President; concurrently (Nov. 1991-April 1992), first deputy prime minister of the Russian Government.
December 1992 - fired from all government posts, together with prime minister Yegor Gaidar, in an attempt by Yeltsin to appease the parliament.
December 1993-December 1995 - State Duma deputy from the Russia's Choice political movement; served as a member of the Geopolitics Committee.
December 1995-December 1999 - State Duma deputy from the Pervoural territorial electoral district (campaigned as an independent candidate); served as Chairman of the Subcommittee on National Security Concept and Russia's Geopolitical Situation (Committee for Geopolitics).
2000-2001 - Vice-Governor of the Novgorod region
From 2001-present - president of Strategiya (Center for the Humanities and Political Science) and Chairman of the board of directors of Pervouralsky pipe works
November 2001-present - member of the Federation Council for the Novgorod region.
February 2002-present - chairman of the Federation Council Commission for Methods of Exercising the Federation Council's Constitutional Powers.
Member of the Committee for Constitutional Legislation.
Member of the Commission of Regulations and Parliamentary Procedures
