BORTNIKOV, Alexander Vasilyevich
Director of the Federal Security Service (FSB)
Alexander Bortnikov (Александр Васильевич Бортников) was born November 15, 1951 in Perm.
In 1973 Bortnikov graduated from the Leningrad Institute for Engineers of Railroad Transport.
In 1975 Bortnikov was invited to work in the KGB under the USSR Council of Ministers. He finished Higher courses in studies at the KGB in Moscow, and then joined the operative and leading personnel in the subdivisions of counterintelligence in the Leningrad Region KGB Directorate.
On June 8 2003, Bortnikov took up the position of head of the Directorate of the Federal Security Service (FSB) for St. Petersburg and the Leningrad Region, having previously been appointed as the deputy chief of the directorate. This promotion was made possible as his chief and former colleague of President Vladimir Putin, the general-colonel Sergei Smirnov, was transferred to Moscow where he received the duties as first deputy director of the FSB.
On March 2 2004, Bortnikov was named deputy director of the FSB, as well as chief of the Department of Economic Security of the FSB. For this post he replaced Yuri Zaostrovtsev, who would subsequently become vice-president of Vnesheconombank (VEB). At the end of March 2004 the new head of the FSB Directorate for St. Petersburg and the Leningrad Region was announced as former deputy for the Directorate on Issues regarding the Citizenship of the Administration of the President of Russia Yuri Ignashchenkov.
In the same year, following the reorganization of the FSB, Bortnikov relinquished his duties as deputy director of the department, and the department headed by him became the Service for Economic Security. On July 11 President Putin signed Presidential Decree No. 870 on "Issues of the Federal Security Service of the Russian Federation". According to the decree, the number of deputy directors would be decreased from 11 to 4, while instead of 6 departments and a large number of directorates and central submission sections, 8 independent service divisions would be created. The reorganization of the FSB was concluded from November 2004.
In December 2006 Bortnikov was honored with the title of Army General.
On May 12 2008 Bortnikov was named as Director of the FSB by order of President Dmitry Medvedev. His predecessor Nikolai Patrushev was made Secretary of the Security Council of Russia. In the same month Bortnikov superseded Patrushev in his role as chairman of the Council of Directors of Security and Special Service Organs in the CIS countries.
Bortnikov is married, has one son. He holds several awards and medals, for example the recognition "For Services Before the Fatherland" of the 3rd and 4th Degree and "For Military Services."
He is also a member of the board of directors of Russian state-owned sea shipping company Sovkomflot.
