BORTNIKOV, Alexander Vasilyevich
Director of the Federal Security Service (FSB)

Alexander Bortnikov (Александр Васильевич Бортников) was born November 15, 1951 in Perm. He graduated from the Leningrad Railway Engineering Institute in 1973 and was invited to join the KGB two years later. He studied at the KGB in Moscow before joining the Leningrad branch of the service.
On June 8 2003, Bortnikov was named head of the Directorate of the FSB for St. Petersburg and the Leningrad Region, having previously been appointed as the deputy chief of the directorate. Bortnikov was promoted following the transfer of former chief, General Colonel Sergei Smirnov, to Moscow, to become first deputy director of the FSB. 

In March the following year, Bortnikov became deputy director of the FSB. He was also appointed chief of the Department of Economic Security of the FSB, replacing Yuri Zaostrovtsev, who went on to become vice-president of Vnesheconombank (VEB).

In 2004, the FSB was restructured. Bortnikov relinquished his duties as deputy director of the department, which became the Service for Economic Security. The number of deputy directors was reduced from 11 to four and eight independent service divisions replaced the previous six departments supported by further directorates and central submission sections. 

Bortnikov received the title of Army General in December 2006 and in May of 2008, was named as Director of the FSB by order of President Dmitry Medvedev. His predecessor Nikolai Patrushev was made Secretary of the Security Council of Russia. In the same month Bortnikov superseded Patrushev in his role as chairman of the Council of Directors of Security and Special Service Organs in the CIS countries.

Bortnikov is married and has one son. He was also a member of the board of directors of Russian state-owned sea shipping company Sovkomflot until 2008.
