KOZHIN, Vladimir Igorevich

Born Feb. 28, 1959 in Troitsk, Chelyabinsk region

1982 - graduated from the Leningrad Electric-Technical Institute; specialized in electrical engineering

1982-1985 - instructor, then department head, at the Petrograd Regional Committee of the U.S.S.R. Leninist Young Communist Union (Komsomol)
1985-1991 - head of external economic ties at the Azimut Scientific-Production Association (Leningrad)
1991 - founded the Russian-Polish joint venture Azimut International Ltd. In his work with Azimut, Kozhin spent most of his time in Germany.
1993-1994 - after returning from Germany, became the general director of the St. Petersburg Joint Ventures Association
Oct.1994-Sept. 1999 - head of the Northwest Center of the Federal Currency Export Control
Sept. 20, 1999-present - head of the Federal Currency Export Control Service
January 2000-present - head of the Presidential Business Management Directorate of the Russian Federation

Kozhin was credited with raising the efficiency of the Federal Currency Export Control Service after his appointment as the head of the body in September 1999. Over the last nine months of 1998, the service brought back from abroad $8.4 million. The figure for 1999 rose to $206 million.

Kozhin is generally described as one of the members of the circle around President Vladimir Putin, although not one of the leading members. According to some sources, Kozhin became acquainted with Putin during his time in Germany and their professional biographies continued to bring them in contact after both had returned to St. Petersburg.

Though there is no official record of Kozhin's participation in security bodies, analysts say that currency export control is generally within the purview of the state security services and that those without strong ties to such bodies generally do not hold positions within the export control service.

Former colleagues characterize Kozhin as an easy-going person who is open to making new contacts and able to make decisions quickly. At the same time, he is described as a man of few words. He is known for his extensive range of connections and his skill in using them.
