1992 - 1998 - was chairman of the Council of deputies of Lipetsk region
December 1993 - appointed to the Federation Council of the Russian Federation
January 1996 - January 2002 - deputy chairman of Federation Council
1998 - elected Governor of Lipetsk region
2002 - reelected with two thirds of the vote
