KOPIN, Roman Valentinovich
Governor of the Chukotka Autonomous District

Roman Kopin (Роман Валентинович Копин) was born on March 5, 1974 in Kostroma, Kostroma Oblast.

In 1996 Kopin graduated from the Volgo-Vyatskaya Academy of State Service with a specialization in state and municipal governance.

Kopin began his career in the public service in 1994 as the deputy director of the Nizhniy Novgorod Regional Center for Youth Initiatives. From 1995 he worked as an inspector of the legal department and then as the head of the executive group on affairs regarding customs law infringement in the Kostroma regional custom house. From 1998 Kopin worked in the Kostroma regional branch of the bank SBS-Agro.

In 1999 Kopin was appointed advisor to the governor of Chukotka Autonomous District Alexander Nazarov. In December 2001 Kopin, while acting as an advisor to then Chukotka governor Roman Abramovich, was elected chief of Chaunskiy district municipal union. In December 2003 Kopin was elected chief of the Bilibinskiy municipal district. For both of these elections to municipal government, Kopin received more than 70 % of the vote. Analysts account for Kopin's electoral success based on the fact that the governor himself (i.e. Abramovich) supported his candidacy.

In the spring of 2008 Kopin was named deputy governor of Chukotka, supervising the region's department on industrial and agricultural policy (industry, energy, transport, communications, energy fuel complex, construction, architecture, housing and communal services, state technical supervision, agriculture, veterinary science, trade, food and fishery, environmental protection).

Following Roman Abramovich's resignation as governor of Chukotka on July 3, 2008, Kopin was appointed acting governor. On July 11, Russian President Dmitry Medvedev submitted the candidacy of Kopin as governor for consideration of the region's duma. On July 13, Kopin was confirmed as the new governor of Chukotka by a unanimous decision from the local legislators.

On July 24, 2008 Kopin was officially inaugurated as governor of Chukotka at a ceremony in the capital Anadyr.

Kopin is married and has one son.
