In February 2007 President Vladimir Putin has signed an order on the powers of the head of administration of the Ust-Ordyn Buryat Autonomous Area, recognising the resignation of Valery Maleyev. The order also entrusts the powers to govern the area to Alexander Tishanin, the governor of the Irkutsk Region, which will absorb the Ust-Ordyn Buryat Autonomous Area in one of a series of similar moves recently designed to provide an economic boost and raise local living standards in impoverished regions.

Economy: The area specializes in agriculture owing to favorable natural climatic conditions and closeness to a large consumer market in the city of Irkutsk. The presence of a large Buryat population, for whom cattle herding is a traditional occupation, has also contributed to agricultural development. Grain growing and livestock breeding are the leading agricultural sectors. Livestock breeding is oriented towards beef, dairy, and wool production; sheep, goat, pig, and poultry farming are well developed.
In a referendum held on April 16, 2006, the majority of residents in Irkutsk Oblast and Ust-Orda Buryat Autonomous Okrug agreed to the unification of the two regions. According to regions' electoral commissions, 68.92% of residents of Irkutsk Oblast and 99.45% of residents in Ust-Orda Buryatia took part in the vote, making it one of the best attended plebiscites in the country since the 2003 Russian election. The merger was approved by an absolute majority of the population in both regions. The official status of enlarged Irkutsk Oblast will take effect on January 1, 2008.
