Geography: Kaliningrad is the smallest region of the Russian Federation and is unique in that it is completely separated from the rest of Russia. It shares a border with Poland, Lithuania and the Baltic Sea.

Economy: Since Russia's only ice-free port on the Baltic is located in Kaliningrad, shipping and fishing are major industries in the region. Kaliningrad is also home to 90% of the world's amber reserves.
In 2006 Russia’s Regional Development Ministry approved a long-term strategy for the social and economic development of the Kaliningrad Region. The strategy's main goals are to enhance Kaliningrad's competitiveness in the Baltic area and to narrow the gap in quality of life and living standards between the Kaliningrad Region, Poland, Lithuania. Under the plan industrial output in the region will grow from Rbs89.115 bln ($3.4 bln) in 2005 to Rbs630 bln ($24 bln) in 2015 and production and distribution of electricity, gas and water would increase from Rbs6.842 bln (about $0.3 bln) to Rbs125.233 bln ($4.7 bln). Goods carriage, one of Kaliningrad's most significant functions as Russia' main Baltic Sea port and a major revenue source, is to increase from 34.3 mln metric tons in 2005 to 60-70 mln tons in 2015 and the scope of construction from 265.600 sq m to 2.735 mln sq m. Revenues subject to the Russian Federal Tax Service collected in January-December 2006 in the Kaliningrad region amounted to Rbs32,429,075,000, from which, Rbs12.485 bln went to the regional budget, Rbs9.264 bln to the regional budget and Rbs4.539 bln to local budgets in the region. Revenues grew by Rbs8.281 bln against 2005. The bulk of revenue came from the individual income tax (Rbs5.574 bln), the profit tax (Rbs4.432 bln), the value added tax (Rbs5.336 bln), the taxes and fees for natural resources use, the property tax (Rbs2.175 bln), excise taxes (Rbs1.693 bln) and the single social tax transferred to the federal budget (Rbs1.631 bln).
