After stripping regional leaders of their seats in the Federation Council, President Vladimir Putin established the State Council on Sept. 1, 2000. The Council is made up of the heads of Russia’s regions. Other persons may be appointed to the Council at the president’s discretion.

The president is the chairman of the State Council, while the Council’s activities are managed by the secretary of the State Council (currently Alexander Abramov).

On Sept. 2, 2000, President Putin established the Presidium of the State Council, whose task is to prepare for State Council sessions. On the eve of a session of the State Council, the Presidium meets to discuss the following day’s issues. The Presidium comprises the leaders of seven subjects of the federation, one from each of the seven federal districts. Members of the Presidium rotate every six months.
