The Ministry of Health and Social Development is responsible for the development and maintenance of health-related government policies. The Ministry also works jointly with international organizations to manage health issues in the Russian Federation. Recently the ministry has worked with United Nations agencies to combat HIV/AIDS in Russia and also to manage population growth and family planning. This ministry also bears responsibility for implementing the vastly unpopular swapping of social benefits for cash payments.
