Regional EMERCOM centers are located in Chita, Khabarovsk, Krasnoyarsk, Moscow, Novosibirsk, Rostov-na-Donu, Samara, St. Petersburg, and Yekaterinburg,

Like all ministries, EMERCOM is responsible for developing initiatives and legislation for issues within the ministry’s sphere as well as coordinating with similar ministries from the international community. EMERCOM also manages civil defense and rescue operations. The ministry maintains a large contingent of troops for this purpose. EMERCOM works toward the elimination of natural or man-made disasters, but is also responsible for instructing the population in how to manage and respond to disasters that may occur.
