The number of cabinet ministries fluctuates with each administration. After the most recent government reorganization in September 2007, there are 16 cabinet-level government ministries.  Eleven of the ministries report to Prime Minister Viktor Zubkov while the remaining five report directly to President Putin. Each ministry bears responsibility for a number of other organizations called “agencies” and “services,” certain agencies and services also report directly to the president or the prime minister. 

Dmitry Kozak, Putin’s longtime friend and recently appointed regional development minister oversaw the reorganization of the government into this general structure in 2004, constructing a hierarchy in which ministries would have the most power and agencies the least. Ministries develop legislation, services monitor the stipulations of legislation, and agencies provide state services, manage state property, and compile lists, registers and surveys. Prime Minister Zubkov has expressed his dislike for this governmental structure and so it may be streamlined in the near future.
