The State Duma is the lower branch of the Federal Assembly - the parliament of the Russian Federation - and is responsible for creating and passing the legislation necessary for governing the country. The Duma consists of 450 deputies from across the Russian Federation.  Half of the deputies are elected through party lists of parties that win more than 5% of the vote in an election. The other half are elected from single-mandate districts. Deputies are elected to four year terms.  Duma Deputies are members of factions based on party affiliation.  The dominant party has the right to appoint the Duma Speaker and First Deputy Speakers.  Other Deputy Speakers are selected from the leadership of all major parties in the Duma.
