Party History
Russian Pensioners Party was founded as a public political organization in 1997. It was reregistered into a political party on December 1, 2001. During the 1st congress or RPP there were 166 delegates present from 50 districts of Russian Federation.
In May and June of 2003 2nd and 3rd congresses of the party took place. The main document of RPP’s program, “Manifesto of Pensioners party”, was approved in 2001. Corresponding bill “About rights of Russian citizens to revenues from usage of natural resources of Russian Federation” was introduced in State Duma in 2003 by the party’s chairman, Valeriy Gartung. He replaced Sergei Atroshenko, the party’s leader, during the special convention on January 31, 2004, because the former leader was given responsibility for the party’s loss in the electoral campaign in Duma and withholding from leadership of the party.
Russian Party of Pensioners participated in elections into Duma twice: in 1999 the party received about 2% of the votes, in 2003 – slightly more than 3%.
In March 2004 a big delegation of the party led by Gartung took part in convocation and conducting of Congress of patriots of Russia, a left patriotic association of 15 parties and 40 public organizations of constructive opposition.
Program/Objectives
The main goal of Russian Pensioners Party is contribution towards building the citizens’ community and social state in Russia by means of asserting lawful rights and freedoms of Russians with priority of defending the interests of older generation, disabled citizens, children and other socially vulnerable segments of population.
The main objectives of RPP are:
-contribution towards defending the rights and interests of citizens of Russian Federation and the making of social, rightful and democratic state in Russia, including by means of ensuring conformity of state politics, resolutions, passed by the government body of RF, districts of RF and local authorities to interests of Russian citizens
-participation in social political life of the community – social and political actions, in elections and referendums
-formation of social political opinion and expression of citizens’ position concerning social political life, economic development, bringing the listed opinions and positions to attention of larger public spectrum and governmental authorities
-political education and upbringing of citizens, development of their activism and initiative
-contribution towards spiritual and cultural revival of Russia
