The Russian IT Sector is characterized by considerable dynamism where a vibrant and burgeoning market fed by a rich well-qualified labor pool pushes legislators and law-makers into policy decisions which support the further development of the market, which in turn encourages Russia's regional development through technology centers and Special Economic Zones (SEZs).
Russia's Military-Industrial complex boasts enormous resources and produces cutting edge technologies based on a significant R&D culture, perhaps one of the more positive industrial legacies of communism's social/scientific project. Russia can boast, amongst other things, a world reknowned anti-virus laboratory (Kasperspy most conpicuously), an IT sector top ten whose average annual growth is above 40%, and a fluid market concentrated around industrial centers.
