It now seems very likely that the U.S. President Barack Obama will soon present a sweeping nuclear arms reductions plan involving Russia, aiming to slash each country's stockpile of nuclear weapons by as much as 80 percent. It is believed that the Vice President Joe Biden will unveil the general contours of the proposal in his speech today at the annual international security conference in Munich.
