The attack on the North Caucasus town of Nalchik again highlights the difficulty Russian authorities have in dealing with acts of terrorism in the region. Is it correct to say that Kabaradino-Balkaria is experiencing the same kind terrorist violence as Chechnya, Daghestan, and North Ossetia, and for the same reasons? Further, is the threat of radical Islam actually spreading in the North Caucasus?
