Gambling was one of the freedoms brought about by the changes in the political system in the early 1990s. Instead of rolling the dice in small underground casinos, people could now openly go gaming or simply try their luck with the slot machines that sprung up at shops, bars, restaurants and all over the streets. Eventually, gambling became a source of social tension, as many, including minors, fell victim to ludomania. The government took decisive measures to turn this vice into virtue and has so far succeeded, but will likely shoot itself in the foot by going all the way.
