As a favored resort of the president, and Russia’s next Olympic hopeful, the Black Sea town of Sochi is getting a much-needed upgrade. On Thursday, the International Olympic Committee is expected to name its shortlist of finalists for the 2014 Winter Olympics, a decision that is likely to put Sochi’s ambitions to a new test.
