Opinion about the Muslim world as a whole has suffered in the aftermath of the Sept. 11, 2001 terrorist attacks and with the war on terror. With as many as 20 million Muslim citizens of its own and looking for influence in areas important to its national interests, Russia is focusing on the Organization of the Islamic Conference.
