Born April 5, 1942 in Almaty, Kazakhstan.
Graduated in 1966 from the D. I. Mendeleyev Chemical and Technological Institute, Moscow; 1982 from the Central State Institute of Physical Culture; 1986 from the Higher Party School; 1993 from the advanced course for senior diplomatic personnel run by the Diplomatic Academy of the Russian Foreign Ministry.
1965-1972, senior coach, Soviet national rowing team, USSR Sports Committee.
1972-1978, chief coach, USSR rowing team.
1978-1984, vice-chairman of the Burevestnik Central Student Council of the DSO (Voluntary Sports Society).
1983-1987, first vice-president, International Federation of Student Sports (FISU). 1984-1986, head of the chief directorate, USSR Sports Committee.
1986-1990, deputy chairman of the State Committee of the Russian Soviet Federal Socialist Republic (RSFSR) for Physical Culture and Sports.
1990-1991, first deputy chairman, State Committee for Physical Culture and Sports.
1992-1993, worked in the Consulate General of the Russian Federation in Barcelona, Spain, and in the central apparatus of the Foreign Ministry.
